R2 Standard Development

The process for revising and updating the R2 Standard entails the following steps:

​The R2 Technical Advisory Committee (TAC) discusses, identifies, and proposes revisions to the R2 Standard.

The Consensus Body (a subset of the TAC) aggregates and organizes those proposed revisions into a new version of the Standard.

The Consensus Body then distributes those proposals for public comment.

After the public comment period has ended, the TAC and Consensus Body respond to comments, and amend the proposed revisions. If changes are made, the public comment process is repeated.

When all public comments have concluded, the Consensus Body votes to submit the proposed version to the SERI Board. A Consensus Body vote can be appealed on procedural grounds by an interested party.

If the proposed version is approved by the SERI Board, it is submitted to ANSI for approval as an American National Standard.

The Standard Management Team (SERI staff) administers this process and ensures ANSI’s process is followed.

Technical Advisory Committee

The R2 Technical advisory committee (TAC) is the multi-stakeholder group that develops revisions to the r2 standard

​It is transparent in its deliberations and provides opportunity for input to all interested parties.

The TAC consists of representatives from key stakeholder groups, including: entities covered by the standard**; customers* of these entities; and regulatory agencies, public interest groups, and others involved in implementation of the certification program***. It serves as the cornerstone for R2’s credibility and integrity.

The TAC’s make-up and due process procedures conform to OMB Circular A-119 and ANSI’s Essential Requirements. In other words, the TAC is a voluntary consensus body and R2v3 is a voluntary consensus standard.

*Customers: This interest category includes the customers of the services provided by R2 certified electronics recyclers and refurbishers.

**Entities Covered by the Standard: This interest category includes any organization that can be certified to the R2 Standard.

***Regulatory/Public Interest/Other Stakeholders: This interest category includes entities of international, national, state, or local governments; and any other individual or organization that has an interest in, is materially affected by, or has special expertise regarding electronics recycling and the R2 Standard and does not fall under one of the other two interest groups.

*Denotes a Consensus Body member. The R2 Consensus Body is a subset of the TAC that is responsible for approving Draft Standard Proposals and Draft Standards and whose vote demonstrates evidence of consensus.

CASE STUDIES: VIEWING R2 THROUGH PRACTICAL APPLICATIONS

TO DEMONSTRATE HOW R2 IS MAKING POSITIVE IMPACTS ON THE WORLD, WE OFFER A FEW CASE STUDIES TO SHOW IT’S MORE THAN JUST A STATIC STANDARD

With the release of R2v3 in 2020 came a new level of flexibility for the R2 Standard. This was the first version of R2 to take a “core and appendix” modular approach to the standard, where every R2 Certified Facility is required to adhere to all Core Requirements, but only the Process Requirements that match with the actual workflows that are performed at that particular facility. The intent was twofold – first, the TAC wanted to create a structure that could reflect the diversity of business structures and operations of today’s facilities and second, allow expansion to the Standard to include the addition of new matierials or processes without requiring a complete overhaul. The early 2024 addition of Appendix G-Photovoltaic Modules represented the first successful test of R2v3’s adaptable structure, and the Appendix G case study offers a window into how SERI approaches standardsbuilding.
