As the final piece in our Assurance Program series, we’re exploring witness inspections. While less common than other assurance activities, these inspections are an important tool in SERI’s oversight toolbox. They work in conjunction with audit package reviews, spot inspections, and other program elements to support the integrity and continuous improvement of the R2 Certification process.

WHAT ARE WITNESS INSPECTIONS?

Witness inspections are announced assessments of the auditor conducted in tandem with a planned Certification Body (CB) audit of an R2 Facility. During these inspections, a SERI assessor observes the audit process, focusing primarily on evaluating the auditor’s understanding and application of the R2 Standard and Code of Practices requirements.

WHAT HAPPENS DURING A WITNESS INSPECTION?

During a Witness inspection, a SERI assessor observes the CB audit process without interfering in the certification decision. They focus on how the auditor applies the R2 Standard and Code of Practices in a real-world scenario. It’s important to clarify that in a witness inspection, SERI may coach the auditor to help them better understand the R2 Standard and its applicability to the evidence the auditor is evaluating, but SERI does not assess facility conformity or determine certification. That is the job of the CB auditor.

WHY ARE WITNESS INSPECTIONS IMPORTANT?

Witness inspections are important in strengthening the R2 Certification program and benefiting the entire R2 community. This process allows SERI to gather valuable insights from the field. By evaluating auditors, SERI is driving consistency in how the R2 Standard and COP requirements are audited across different CBs and auditors, thereby maintaining the high quality and reliability of R2 audits. They identify areas where additional guidance or training may be beneficial, informing the development of new tools and resources that support auditors and facilities.
