Definition of “qualified” employee in Core Requirement 3.(d)(9)

R2v3 does not provide a specific definition of “qualified” as it will vary from facility to facility based on a variety of factors including the EHS risks and requirements associated with the facility’s operations.

Generally, qualifications incorporate some degree of training on, knowledge of, and experience with specifically defined subject matter.  In the case of the person that coordinates and promotes the worker health and safety, and environmental protection activities, the R2 Facility should consider qualifications in the following key areas to ensure adequate understanding of:

  • The EHS risks associated with the operations, based on the types of operations performed and the types of equipment or materials managed;
  • The EHS monitoring and control measures used to oversee and manage the risks;
  • The applicable EHS legal and other requirement related to the operations; and
  • The programs and other control measures used to ensure compliance with all identified requirements.
