Requirements for testing parts and components

Q.     Do Appendix C-Test and Repair requirements also apply to testing parts and components such as hard drives, motherboards, and sticks of ram, etc.?

Yes, all components of used electronic equipment that are sold for reuse must be tested and verified as functional in accordance with Appendix C-Test and Repair.

The process for managing equipment directed to reuse is outlined in Core 6-Sorting, Categorization, and Processing.

  1. Under Core 6(a)(4), the R2 Facility must define instructions and criteria to determine if the components are capable of reuse based on physical condition, functionality, and value in the destination market.
  2. Under Core 6(c), the R2 Facility must use the defined instructions from above to determine reusability and direct the components to the next processing steps.
  3. Under Core 6(d)(4) the R2 Facility determines which processing steps the component must follow.  For components capable of reuse, an R2 Facility has three options:
    • Internal test and repair of components if the R2 Facility is certified to Appendix C-Test and Repair
    • External test and repair of components by a downstream vendor that the R2 Facility has qualified in accordance with Appendix A-Downstream Recycling Chain
    • Internal verification of components (this applies only to components related to Specialty Electronics) if the R2 Facility is certified to Appendix D-Specialty Electronics Reuse

If the R2 Facility chooses to test and repair components internally, the R2 Facility must transfer functioning components to the buyer in accordance with Core 6(e)(2) by identifying and disclosing the appropriate REC (or equivalent) categories for functionality, data sanitization status and cosmetic condition.

Non-functional components that are deemed not capable of reuse must be processed internally following Appendix E-Materials Recovery requirements OR sent to a downstream vendor that meets the qualification requirements in Appendix A-Downstream Recycling Chain.
